Rollford Research

Every Illinois water system replacing lead service lines, in one ledger.

Rollford compiles each system's inventory, replacement plan, consultant, funding and procurement record from public filings, with a source and a date on every fact. It is built for the engineering firms, contractors and suppliers who will do the work.

The dates that set the pace

  1. Final replacement plans are due to Illinois EPA from every community water supply.

Illinois Lead Service Line Replacement and Notification Act
  2. Replacement plans are due from water systems nationwide, and required replacement begins at about 10 percent a year.

U.S. EPA Lead and Copper Rule Improvements
  3. Lead and galvanized lines must be gone, with longer schedules allowed for a small number of very large systems.

U.S. EPA Lead and Copper Rule Improvements

The federal rule is being challenged in court. Illinois's own law requires replacement regardless, on state schedules that begin in 2027.
